External Horizon Europe Guarantee Survey

Overview

About this Survey

UKRI is conducting this external survey to gather feedback from colleagues who were involved in the Horizon Europe Guarantee scheme. The Guarantee was introduced to provide continuity of funding and support during the UK’s transition to association with Horizon Europe.

Purpose

Your feedback will help us understand:

  • How the Guarantee was experienced across different teams, roles, and functions
  • What worked well in its design, delivery, and communication
  • Where challenges arose and how improvements could be made

Focus Areas

The survey covers ten key aspects of the Horizon Europe Guarantee scheme:

  • Planning and initiation
  • Delivery and implementation
  • Policy
  • Stakeholder engagement and communications
  • Outcomes and impact
  • Communications and reporting
  • Data
  • Governance
  • Risk and issue management
  • Assurance

Why Your Input Matters

By sharing your experiences, you will contribute directly to lessons learned that will inform future policy, delivery, and stakeholder engagement. We are interested in both positive experiences and areas for improvement.

Anonymity and Confidentiality

  • Responses are anonymous: we will not collect names or identifying details.
  • Data will be analysed in aggregate to identify themes and insights.
  • You may skip any question or select “Prefer not to say” where offered.

Time Commitment

The survey covers all ten areas, though not all have separate sections. It should take around one hour to complete if you answer all questions. We recognise that many respondents will only have feedback on some sections—please select Not Applicable in the dropdown menu for those questions, which will reduce the time required.
You may save your answers and return to complete the survey later.

Thank You

We greatly appreciate your time and contribution. Your feedback will help ensure that future schemes are clearer, more effective, and better aligned with the needs of UKRI and the wider research and innovation community.

What happens next

What happens once the survey closes When the survey period ends, the Guarantee team will begin a structured process to review and analyse all responses. This will include:

  • Collating feedback: Responses will be gathered and analysed across the ten thematic areas of the survey.

  • Identifying themes: Both positive experiences and challenges will be mapped to highlight common patterns and lessons learned.

  • Comparing perspectives: Insights will be considered across different stakeholder groups and roles to ensure a balanced understanding.

  • Developing recommendations: Findings will be translated into practical recommendations for improving future policy, delivery, and stakeholder engagement.

  • Sharing outcomes: A summary of the survey’s findings will be published, ensuring transparency and demonstrating how feedback has informed UKRI’s approach.

Why this matters Your input will directly shape how UKRI designs and delivers future schemes. By learning from the Guarantee, we aim to strengthen clarity, efficiency, and inclusivity in the way funding programmes are developed and implemented
